How Did They Manage To Scrape By?

Believe it or not, the federal government operated for about 150 years without an income tax

Imagine opening your newspaper or Web browser and seeing the following headline: “Supreme Court declares income tax unconstitutional.” (Now imagine cleaning up the mess you made after reading this headline and doing a vaudeville “spit take” with your coffee.)

It probably seems farfetched, but America’s court of last resort dropped this very bombshell in 1895.

The legal battle represents just one chapter in the story of the federal income tax, which began in the Civil War era. Congress approved a version of the income tax in 1861 but neglected to set up the actual mechanics of collecting it. An unnamed staff historian for the Internal Revenue Service who researched the income tax’s history several years ago wrote that “the original deadline for filing income tax returns of June 30, 1862, established by this law came and went with no tax returns filed nor any tax collected.”…

America Becomes A Two-Class Society

Income tax day, April 15, 2010, now divides Americans into two almost equal classes: those who pay for the services provided by government and the freeloaders. The percentage of Americans who will pay no federal income taxes at all for 2009 has risen to 47 percent.

That isn’t the worst of it. The bottom 40 percent not only pay no income tax, but the government sends them cash or benefits financed by the taxes dutifully paid by those who do pay income tax…

Income Tax And American Servitude

With April 15 almost upon us, this would be a good time to remind ourselves of how the income tax contributed to the destruction of American liberty.

We should first keep in mind that with the exception of the Civil War, the American people lived without an income tax from the beginning of the United States until 1913, when the 16th Amendment was adopted.

This was not an accident. Americans living during that period of time understood that freedom and an income tax were contradictory notions. If people wanted to live in a free society, it would have to be a society in which government was prohibited from levying taxes on income. Conversely, if people wanted to live in a society in which government is taxing income, then the price they pay is the loss of freedom.

In an income-tax free society, everyone is free to keep the fruits of his earnings. He keeps everything he earns. He is free to accumulate unlimited amounts of wealth. He is free to do whatever he wants with his own money.

And there is nothing the government can do about it because the government is prohibited from taking any portion of a person’s income from him.

There is no IRS. There are no income-tax returns. There are no deductions to keep track of. There is no need to keep records.

There is no withholding tax.

Again, everyone simply keeps everything he earns and decides for himself how to spend it, invest it, donate it, or otherwise dispose of it.

This is what Americans once believed was an absolute prerequisite to a free society. That’s why Americans lived without an income tax for more than 100 years…
